Q: Who makes the government decisions?
A: Council of Twelve. When she makes a decision, the king and queen can back it up, or they can ask for a change. If there is an unresolved question, the high priest and priestess have the last word. Below the main council of twelve are lower councils of twelve that deal with local disputes. Individual problems or disputes are handled by an arbitrator, priest or priestess who has access to past records.

A: No, we have a non-monetary exchange base.
Q: How does it work?
A: The government owns everything, but is not responsible for controlling it. It makes sure, for example, that the food reaches the distribution stores. When you need something—food, clothes, furniture, art, books, etc.—you just go to a distribution center and pick it up.
A: If people don't have to work for money at Telos, how is everything done?
